Marine Cpl. Jeffrey Starr, left, was killed by a sniper while conducting combat operations against enemy forces near Ar Ramadi, Iraq on May 30, 2005. He was assigned to 1st Battalion, 5th Marine Regiment, 1st Marine Division, I Marine Expeditionary Force, Camp Pendleton, California. During Operation Iraqi Freedom his unit was attached to 2nd Marine Division, II Marine Expeditionary Force (Forward). Always looking ahead, and planning to lead a civilian life within three weeks, his mother, Shellie, said that “Jeff appreciated what the military gave him but was ready to move on. He appreciated the loyalty and the teamwork.” Although he had the opportunity to evade a third deployment before his commission expired, he felt “he could be an asset to his junior marines.”

- Starr's parents, Brian and Shellie Starr, said Wednesday that Bush's speechwriters had called them to ask permission to use the letter in the speech. "I am very humbled by it, and also very grateful that Jeffrey would be recognized at that level," Shellie Starr said. "They are all heroes, the ones that are deployed now.
